As we head into the final weeks of 2025, the UK’s telematics landscape is undergoing its most significant shift in a decade. The "safety net" of legacy 2G and 3G networks is officially closing. For fleet managers, the 2033 "final deadline" often mentioned in the national press is no longer relevant—the real impact is happening right now.
At AES Fleet, we are helping our clients navigate the "sunset" of legacy connectivity. Here is the state of the nation as of December 2025 and what you must do to keep your fleet on the map.
The December 2025 Update: What has changed?
While the phase-out has been gradual, two major events in late 2025 have turned a "future problem" into an "immediate crisis" for older hardware.
1. Virgin Media O2 (VMO2) 3G: The Final Shutdown
VMO2 was the last UK network to keep 3G alive. As of December 2025, that journey is ending.
-
The Status: Following successful regional pilots, VMO2 has decommissioned 3G across nearly the entire UK.
-
The Impact: If your tracking units or dash cams rely on 3G for high-speed data, they will stop transmitting this month. While a few masts may linger into early 2026, the network is effectively dead for commercial use.
2. The 2G "Roaming" Blackout (Since October 2025)
This is the hidden danger for UK commercial fleets. On 1st October 2025, VMO2 officially withdrew inbound 2G roaming access.
-
The Problem: Many "global" or "multi-network" SIM cards used in vehicle trackers actually roamed onto O2’s 2G network for their UK coverage.
-
The Result: If your trackers use these roaming SIMs, they can no longer "see" the O2 network. In areas where O2 was the primary 2G provider, your vehicles have likely already started "disappearing" from your tracking platform.
Why This Matters for Commercial Vehicles
For over a decade, 2G was the backbone of telematics. If your hardware was installed before 2020, it likely relies on these frequencies. Here is what is at risk for your HGVs and LCVs:
Loss of Real-Time Visibility
When a 2G signal fails or a 3G network disappears, your live map goes dark. You lose the ability to provide accurate ETAs to customers, monitor driver behaviour, or locate a vehicle if it is stolen.
Insurance & Compliance Risks
Many insurance policies require active, Thatcham-approved tracking. If your device is 2G-only and loses signal due to the O2 roaming withdrawal, your insurance cover could be voided. Similarly, remote tachograph downloads and compliance reporting for schemes like Earned Recognition will fail without a stable data link.
The "European" Problem
If your fleet crosses into Europe, the risk is even higher. Countries like Switzerland and the Netherlands have already retired 2G. A UK truck entering these regions with legacy hardware will become "invisible" the moment it crosses the border.
The Roadmap: When will the rest go?
| Network Operator | 2G Switch-Off Status / Target |
| Virgin Media O2 | 3G fully gone Dec 2025. 2G Roaming ended Oct 2025. |
| EE (BT) | 3G is gone. 2G phased shutdown begins May 2029. |
| Vodafone | 3G is gone. 2G shutdown targeting 2030. |
| Three | No 2G network. 3G shutdown complete. |
Future-Proofing Your Fleet: The 4G LTE-M Advantage
The solution isn't just "any" 4G device. For commercial vehicles, the industry is moving towards LTE-M (Long Term Evolution for Machines).
Unlike standard 4G used in mobile phones, LTE-M is designed specifically for IoT and telematics. It offers:
-
Superior Range: Better signal penetration in rural "dead zones" and warehouses.
-
Longevity: A network lifecycle supported well into the 2040s.
-
Reliability: Built-in support for handovers between masts, ensuring no data gaps while the vehicle is in motion.
AES Fleet: Your Partner in the 4G Transition
At AES Fleet, we don’t just supply hardware; we provide long-term connectivity security. As a Webfleet Premium Partner, we specialise in transitioning fleets from legacy systems to state-of-the-art 4G and 5G hardware.
Our "Sunset Audit" for 2026
-
Hardware Inventory: We identify which of your devices are 2G-only or roaming-dependent.
-
Strategic Migration: We create a phased replacement plan to minimise vehicle downtime.
-
Advanced Technology: We install the latest 4G LTE-M trackers and AI-powered dash cams (including the Mantis range) to ensure your business stays connected.
